The Budd Gambling Review report 2001 The Gambling Review Report, chaired by Sir Alan Budd, was commissioned by the Home Office but submitted to the DCMS following changes in departmental responsibilities after the General Election. The Report covers Lotteries, including the National Lottery. Because of the impact of the Lottery on the arts, the NCA responded to the Report. The NCA response identified two main areas of concern: firstly, the threat facing the arts community if the funding for 'good causes' were reduced as a result of changes in regulation, and secondly, the need to ensure that the process of consideration of the report's recommendations by the DCMS included an economic assessment of the impact of any changes to the funding of 'good causes'. The Government's response to the Gambling Review Report, A Safe Bet for Success, was published in 2002 and acknowledged the need to review the regulation and licensing of the National Lottery. Consultation about the Lottery's 'good causes' began in November 2005 and the NCA's response to this was submitted in February 2006.
