Transformational Grants Programme

In July 2003, the DCMS produced a National Lottery Funding Decision Document which introduced the 'transformational grants programme'. Essentially, the transformational grants programme takes over from the Millennium Commission, funding large projects of national importance intended to transform or inspire an area or community. Some will be funded entirely by the Big Lottery Fund, others will use Big Lottery Fund money to attract other funders, possibly including other Lottery distributors.

In March 2004, a Consultation Paper was produced, to which the NCA responded. The NCA response cited the DCMS paper, Culture at the Heart of Regeneration, which acknowledged that the arts play a central role in community regeneration and welcomed the transformational grants programme as empowering the arts to transform communities and the physical environment.
