McMaster Review

In July 2007, amidst Comprehensive Spending Review negotiations, the Secretary of State for Culture, Media and Sport, James Purnell MP, announced a review of how the Government supports excellence in the arts. He stated that:

“The arts in this country are world class, and hold an incredibly important place in our society.  The arts hold the ring for our national conversation.  They are where we find our meanings, individually and collectively.  They help us to be who we are – and they help create Britain.  It is vital that the Government continues to support the arts and makes sure they stay truly world class, but in a way that does not stifle with unnecessary targets.  I want us to review the role that Government and public funding can play in enabling excellence, how we can move from top-down targets to empowering and risk-taking”.

The Review, led by Sir Brian McMaster – a member of Arts Council England and for 15 years Director of the Edinburgh International Festival – set out to address three issues: 

  • how the system of public sector support for culture can encourage excellence, risk taking and innovation;
  • how artistic excellence can encourage wider and deeper engagement with the arts by audiences;
  • how to establish a light touch and non-bureaucratic method to judge the quality of the arts in the future.

As part of the Review process, Sir Brian approached a number of artists and cultural organisations to understand more clearly their experience of developing excellent work. He enquired about the factors that contribute to encouraging excellence, risk-taking and innovation in artistic work and on the relationship between artists, audiences and venues. These discussions and written submissions were to inform his final report, expected in late 2008. The NCA was invited to respond to the Review.

The report, Supporting Excellence in the Arts: from Measurement to Judgement, was published in January 2008.
