Music Delegation In May 2003, the NCA took a delegation of prominent musicians to meet Charles Clarke, then Secretary of State for Education, and David Miliband, then Schools Standards Minister. Julian Lloyd-Webber, Michael Kamen, Sir James Galway and Evelyn Glennie outlined concerns about music education. David Miliband's response was the proposal to develop a Music Manifesto for education. The NCA worked extensively with him and other representatives from the music sector to develop the initiative, and sat on the Music Manifesto Steering Group until it disbanded in 2007.
