Artists and innovation Artistic innovation is a necessary part of a healthy arts sector and is needed to maintain the link between a changing society and artistic practice. However, it is an under-funded part of the arts, largely because it is impossible to determine in advance what the funded result will be. In June 1999, the NCA took a delegation of artists to meet the Arts Minister, Alan Howarth, to discuss the question of support for artistic innovation and career development for artists.
