Culture at the heart of regeneration In 2004, the NCA responded to a DCMS consultation document, Culture at the Heart of Regeneration. The NCA welcomed the view that regeneration should involve the arts and described the successes of culturally driven regeneration projects and the beneficial impact that the arts can have on the lives of individuals and communities. The response also considered examples of regeneration projects where attention had been focused on a new building to the detriment of the content, with disappointing results, and encouraged Government to sustain existing regenerative projects and develop new ones which are not specifically building focused. The NCA made recommendations regarding planning legislation, partnerships, communication, arts and health and regional devolution and stressed the need to embed appreciation of the benefits of culture into the education system.
