DCMS consultation, A Giving Culture, 2005 In 2005, the Department for Culture, Media and Sport (DCMS) issued a consultation document about the Voluntary and Community Sector (VCS), A Giving Culture: Getting the best out of the relationship between the VCS and DCMS. The NCA requested contributions from members and responded to the consultation. This feedback built on work of the NCA voluntary arts delegation, which presented concerns about and aspirations for the voluntary arts sector to the Arts Minister, Baroness Blackstone, in 2002 and on consultation for the 2005 Arts Manifesto. The consultation document addresses many of the concerns raised by the delegation, including recognition, sectoral research, funding and partnership reform and capacity building. The NCA's response recommended that the DCMS undertake research into the cultural VCS sector before formulating further proposals, revise funding priorities to support the voluntary sector, and promote and support both grassroots and formally constituted cultural Voluntary and Community Organisations (VCOs).
