Government - Political parties The Labour Party Arts Manifesto 2004 incorporated 70% of the NCA's arts manifesto recommendations. It put forward a policy of broadening participation, increasing funding and supporting creative industries. General priorities: - To value the arts for their own sake - To value the arts for the impact they make on individuals, communities, towns and cities and the economy - To broaden participation and opportunities. Education: - To provide all primary school children with tuition in arts and music. - To initiate Creative Sparks, a new programme to raise the opportunity of children and young people to experience the very best in culture each year.
