In July 2008 the British Council announced it would create a new post in Edinburgh to work in unison with the emerging Scottish arts body Creative Scotland.

In early 2008 the Scottish Arts Council (SAC) cut £100,000 from its budget for grants to publishers, through the removal of its "block grant" scheme, which was designed to allow publishers to apply for grants to cover up to four projects over a year, rather than on a project by project basis.

In the Department for Culture Media and Sport (DCMS) annual review 2007, projected identifiable DCMS spending for 2007-8 was 3,024.6 million, of which 159.6 million was to be spent in Scotland. 2,363.7 was to be spent in England, 228.9 million in Wales, 87.7 million in Northern Ireland, and 184.8 million outside the UK. In 2005-6, of a total identifiable UK expenditure of £2,898.2 million, the DCMS spent £328.7 million in Scotland, compared to £2,340.9 within England, £227.7 in Wales, £95.9 in Northern Ireland, and £139.9 outside the UK.
